fix(rebuy): refuse gated rebuy unless the account owns all in-scope usage - #2302
--rebuy-window-days with --target-coverage nets the credentials' own expiring RIs against the coverage demand. That demand can be broader than one account: a payer or management account sees its members' usage. A member account can't see replacements bought elsewhere. This PR makes a gated rebuy run fail closed (exit 1, no CSV, dry runs included) unless it can show that the credentials' account owns all the in-scope usage.
Checks, in order (RI services only; Savings Plans are never expiry-adjusted)
STS finds the caller's account. A failure or an empty account refuses.
organizations:DescribeOrganization (read-only, the one new permission, per the owner's option 2 on this issue):
A member account refuses.
Standalone (AWSOrganizationsNotInUseException, matched by type only) and management accounts continue.
An error or an empty answer refuses, and the refusal names the permission.
Cost Explorer GetReservationCoverage, grouped by LINKED_ACCOUNT, uses the same window, SERVICE and (when --regions is set) REGION filters that sizing uses. The SERVICE strings mirror cloud-commitments-go's coverage.go.
Any other account refuses.
Paging is capped at 100 pages, and going past the cap refuses.
An AccessDenied asks you to grant the permission or enable Cost Explorer access.
Recommendation rows for another account refuse.
A failed RI inventory read exits 1 instead of warning. A dry run used to size without the expiry netting.
Scope refusals name the other account and the service. Check failures say "the scope check could not run" and give the cause.
Commits (each ≤400 lines)
test(cmd): extracts the shared completeness child start and makes costexplorer a direct dependency.
fix(rebuy): the gate, the probe and the org role check.
Two test(rebuy) commits: unit and command scenarios. Every gated scenario answers DescribeOrganization, and a member account sends no Cost Explorer request.
test(cmd): updates the expiry suites. Multi-account filtered-subset scenarios the gate now refuses no longer expect a CSV.
docs(rebuy): help text, README, purchase-safety.md Scope, a new "AWS permissions for --rebuy-window-days" section in cloud-setup.md, and the CHANGELOG.
Verification (macOS, local, throttled)
Fail-before on main: three refusal scenarios (another account's usage, another account's recommendation row, a failed inventory read) exited 0 and wrote a CSV.
Tests and lint:go test ./cmd/ passes, go vet is OK, go mod tidy is clean, and golangci-lint v2.10.1 reports 0 issues. All commit hooks ran.
Mutation probes, each failing named tests:
a member account treated as standalone;
AccessDenied treated as standalone;
the usage probe skipped for a standalone account.
Deletion probes cover each guard: the probe, the member check, the rec check, the gated inventory refusal, and the TargetCoverage and Savings Plan terms.
Review: a non-author adversarial review ran 2 passes on the full change, ending clean. Its findings were docs and message fixes.
Not verified: a run against real AWS accounts. Every AWS call is faked through the test seams, and nothing here calls AWS.
Runs combining --rebuy-window-days and --target-coverage for Reserved Instances now stop with an error and produce no CSV if credentials belong to an AWS Organization member account, in-scope usage belongs to another account, or scope and inventory checks fail.
Documentation
Updated CLI and setup guides to explain refusal conditions and recovery, and list the required read-only AWS permissions: sts:GetCallerIdentity, organizations:DescribeOrganization, and ce:GetReservationCoverage.

The scope refusal scenarios run the root command against the same
recorded-HTTP proxy and assert on a refusal, not a CSV, so the child start
is shared. The proxy counts the probe's LINKED_ACCOUNT requests. go.mod
lists costexplorer as a direct dependency.

With --rebuy-window-days and --target-coverage on an RI service, the run
now exits 1 with no CSV, on dry runs too, unless it can show that the
credentials' account owns all the in-scope usage. The checks run in this
order:
- The STS lookup finds the caller's account.
- organizations:DescribeOrganization refuses member accounts; standalone
and management accounts continue.
- A Cost Explorer GetReservationCoverage query, grouped by linked account
over the same window, service and regions as sizing, refuses on any
other account.
- Recommendation rows for other accounts refuse.
- A failed RI inventory read exits 1 instead of warning.
The owner chose this refusal for member accounts (option 2), which adds
the one new read-only permission.

Walkthrough
When rebuy and target coverage are enabled for RI services, the CLI checks caller identity, organization role, and linked-account usage scope. It refuses runs when scope checks or required RI inventory reads fail. The CLI help and documentation describe these conditions and required permissions.
Changes: Rebuy scope enforcement
Layer / File(s)
Summary
Organization role check cmd/rebuy_scope_org.go, cmd/rebuy_scope_org_test.go
The CLI classifies callers as standalone, management, or member accounts. It refuses member accounts and organization-role check errors.
The Cost Explorer probe checks reservation coverage by linked account, service, and optional region. It follows pagination and refuses errors, missing account data, or foreign-account usage.
For gated RI runs, the pipeline resolves and checks caller scope, validates recommendation account data, and requires RI inventory reads. Scope failures stop processing. Tests and CLI guidance cover refusal conditions, output, and required permissions.

Explanation
The title "fix(rebuy): refuse gated rebuy unless the account owns all in-scope usage" matches the main change. The changeset adds fail-closed checks that refuse gated rebuy runs (those using --rebuy-window-days with --target-coverage on RI services) unless the credentials' account owns all in-scope usage. The diff adds the STS caller-account check, the Organizations member-account refusal, the Cost Explorer LINKED_ACCOUNT usage probe, and the gated RI inventory failure refusal, along with docs and tests. The title is concise, uses a conventional-commit prefix, and identifies the primary behavior change.
Full details: Out of Scope Changes check
Explanation
[#2131] The changed files serve the inventory ownership objective. The scope checks are in cmd/rebuy_scope.go, cmd/rebuy_scope_org.go, and cmd/rebuy_scope_probe.go. The inventory error handling is in fetchRebuyInventory. The tests and command fixtures cover these paths. The documentation describes the refusal conditions and the permission. The go.mod change promotes the existing Cost Explorer SDK dependency to a direct dependency, which the probe needs. The CHANGELOG and help text describe the same behavior. No unrelated functional change was found. The permission addition is part of the requested scope checks, but its authorization is an open compliance question, as recorded in the linked-issue assessment.
Full details: Linked Issues check
Explanation
[#2131] Gated RI runs refuse member accounts, foreign usage, foreign recommendation rows, failed scope checks, and failed RI inventory reads. Tests cover these refusals. Three gaps remain at head 31f7c43.
(1) Management and standalone accounts pass silently. In cmd/rebuy_scope_probe.go, probeServiceAccounts groups Cost Explorer coverage by LINKED_ACCOUNT and checks usage owners only. It does not check commitment owners. The inventory read in cmd/rebuy_scope.go (fetchRebuyInventory) calls GetExistingCommitments for the credentials' account only. A member-owned expiring RI can cover management-account usage through RI sharing. That RI is absent from the management inventory, and the run has no member usage or recommendation rows to refuse on. The gate passes, and no incomplete-inventory diagnostic is reported. #2131 requires either complete authorized inventory for the scope or a visible incomplete-inventory outcome. It also forbids presenting selected-account inventory as organization-complete. This requirement is not met for management-account runs.
(2) The new organizations:DescribeOrganization permission (cmd/rebuy_scope_org.go) conflicts with the issue text, which states that it does not authorize expanded IAM permissions. The PR description cites the owner's option 2. The supplied issue text does not record that option, so the authorization cannot be confirmed from the evidence.
(3) The probe lookback change (31f7c43) and the refusal of unrecognized --rec-lookback-period values do not affect (1) or (2).
The previous FAIL reason for gap (1) still applies at this head.
Resolution
(a) For a gated run from a management account, either refuse, or report expiry inventory as incomplete with a visible diagnostic. Do not pass silently when member-owned commitments may cover in-scope usage. (b) Add a CLI dry-run test. Use a management account, a member-owned expiring RI that covers management usage, no member usage in the probe, and no member recommendation rows. Assert the refusal or the incomplete-inventory diagnostic. (c) Resolve the permission conflict. Record the owner's approval of organizations:DescribeOrganization in the issue text, or remove the dependency on that permission and use another authorized check.

Reject a repeated NextPageToken instead of paging to the cap.
If Cost Explorer returns the same NextPageToken that the request already carried, the loop sends up to 100 identical paid requests per service. It then reports a misleading "more than 100 pages" refusal. Compare the new token with the one just sent. Refuse at once if they match.
Update the "the page cap refuses" test in cmd/rebuy_scope_probe_test.go to use distinct tokens per page. It currently relies on a repeated token ("again").

Based on learnings: reject a response that indicates more pages when the cursor is unchanged from the previous request, instead of looping.

Cold adversarial review of the full diff at 9db23085 against the owner decisions on #2131 (A: fail closed when demand is broader than the inventory; option 2: refuse member accounts via organizations:DescribeOrganization, fail closed when it is missing or denied). The PR body was treated as a claim, not as evidence.
Findings
Blocking: in default region mode the probe sends an And with only one operand.cmd/rebuy_scope_probe.go:97-104 always wraps the filters in Filter: &types.Expression{And: filters}. Without --regions, the default, filters holds only the SERVICE expression. Every Cost Explorer filter builder in the pinned cloud-commitments-go avoids this shape. spUtilizationFilter (providers/aws/recommendations/sp_coverage.go:189-209) returns the bare dimension when there is no region and builds And only when there are two operands. serviceRegionFilter, rdsEngineRegionFilter and onDemandSeriesFilter always pass 2 or more operands. As far as I know, Cost Explorer rejects an And with fewer than two expressions with a ValidationException. I could not confirm this against a live account, and the PR says nothing reached real AWS either.
Failure scenario:--rebuy-window-days 30 --target-coverage 80 with no --regions on a standalone or management account. The probe's first call fails, probeCallFailure turns that into "the scope check could not run", and every gated run in the default mode exits 1.
Impact: this fails closed, so no money is at risk. It does make the feature unusable on the default path.
Why the tests miss it: the fake router in cmd/rebuy_scope_command_test.go:113,138 decodes only Filter.And, so it accepts the one-operand shape.
Fix: use the bare SERVICE Dimensions expression when there is no REGION filter, as upstream does, and make the fake accept both shapes. The fake should also reject a one-operand And.
Nit:docs/cli/cloud-setup.md:336 says the permission is not needed when --rebuy-window-days is not set. It is also not needed without --target-coverage and for Savings Plans only. The table above that line is correct.
Verified from the code (PASS)
Cost ordering:runToolMultiService (cmd/multi_service.go:175) calls mustEnforceRebuyScope before fetchExistingCoverage, which builds the coverage map with about 270 CE calls, and before any recommendation fetch.
A member account is refused after DescribeOrganization with 0 CE calls.
A single-service foreign-usage refusal costs exactly 1 GetReservationCoverage call. The command tests partial-inventory and foreign-usage-default-region pin the full request-count map and an empty expiryCoverage.
With N RI services, a refusal costs at most N probe calls, plus extra pages. All of them run before the coverage map.
Gating:rebuyGated (cmd/rebuy_scope.go:42-44) requires RebuyWindowDays > 0, TargetCoverage > 0 and an RI service. When the gate is off, enforceRebuyScope returns at once and makes no STS call (tested). requireRebuyRecScope is a no-op off the gate. fetchRebuyInventory keeps the old warn-and-continue for ungated runs. The CSV input path never applies rebuy.
Dry runs: no dry-run branch exists anywhere in the gate. The command tests run without --purchase and expect exit 1 and no CSV.
Organizations handling (cmd/rebuy_scope_org.go):
A member account (MasterAccountId != caller) is refused.
AccessDenied, any other error, a nil organization, or an empty or missing management account leads to fail-closed. The message names organizations:DescribeOrganization.
A management account goes on to the LINKED_ACCOUNT probe. Any other account in the groups refuses, and a group with a missing, empty or duplicate account attribute also fails closed. A management account with no foreign usage proceeds.
A standalone account: only the typed *types.AWSOrganizationsNotInUseException (matched by type, never by text) counts as standalone. It still runs the probe, and a foreign group would still refuse. This is defensible under decision A. A standalone account is not a member, and Cost Explorer cannot show it another account's demand.
Docs:organizations:DescribeOrganization appears in the --rebuy-window-days help text (cmd/main.go:161-169), docs/cli/README.md:86, docs/cli/purchase-safety.md:123-125, the new docs/cli/cloud-setup.md section and the CHANGELOG. The repo ships no IAM policy JSON, CloudFormation or Terraform for the CLI, so no other place needs an update.
Runtime checks
Run in a scratch copy with a private GOCACHE under the fleet throttle.
Done: go test ./cmd/ passed (25.6s) and go vet ./cmd/ was clean.
Mutation probes so far:
M0, the unmutated baseline, passes.
M1, a member account allowed, is killed by TestRequireNotMember, TestEnforceRebuyScopeOrg and TestRebuyScopeRefusalCommand/ec2/member-account-refuses.
Runtime check for 9db2308: tests pass, vet is clean, and all 11 mutation probes were killed. The verdict stays CHANGES REQUESTED for finding 1 in the previous comment (a one-operand And filter in default region mode). The runtime checks found nothing new.
Tests
Command: go test -count=1 ./cmd/ on macOS, using a private GOCACHE under the fleet throttle (GOMAXPROCS=4, -p 2).
Result: ok in 25.6s. go vet ./cmd/ is clean.
Mutation probes
Each probe ran in a scratch copy of the tree, never in the PR's tree. Every run used -count=1 and the 15 rebuy, expiry and completeness test functions.
Cost Explorer rejects an And with fewer than two operands. Without
--regions the scope probe sent And{SERVICE}, so every default-mode gated
run would fail the check and exit 1. A single filter is now the bare
dimension, and SERVICE plus REGION stays an And, as in cloud-commitments-go's
CE filter builders (spUtilizationFilter).
The command fake now accepts a bare dimension and fails a one-operand And.
The probe unit tests pin both shapes.

Fix round for the CHANGES REQUESTED at 9db23085 (claude-cc-platform-2). New head: 5c7f8cd0a5a257830aa3221dc548644c7789fa1c, a fast-forward with two commits.
Blocking, fixed in e2a1d12d. In rebuyProbeInput (cmd/rebuy_scope_probe.go), SERVICE alone is now a bare Dimensions expression. SERVICE plus REGION stays an And of two, the shape spUtilizationFilter uses in cloud-commitments-go.
Test-first: the command fake (linkedAccountCoverage in cmd/rebuy_scope_command_test.go) now decodes both shapes. It fails on a one-operand And ("Cost Explorer rejects an And with fewer than two operands") and on a filter that sets both a bare dimension and an And.
Fail-before: against the old builder, TestRebuyScopeRefusalCommand/ec2/foreign-usage-default-region and TestProbeServiceAccounts/foreign_account_only_in_the_RDS_pool... fail.
The probe unit tests now pin the bare dimension in default mode and the two-operand And, SERVICE then REGION, with --regions.
Nit, fixed in 5c7f8cd0.docs/cli/cloud-setup.md:336 now says the permission is needed only when the check runs: both flags are set and the run includes an RI service. Runs without either flag, and Savings-Plans-only runs, never call it.
Local (macOS, at 5c7f8cd0, throttled): go test ./cmd/ passes, go vet is OK, golangci-lint reports 0 issues, and every commit and push hook ran.
@claude-cc-platform-2 and @claude-qa-ui-4, please post delta reviews at 5c7f8cd0. The coordinator relays this too.
Cold review against the owner's decisions on #2131 (A: fail closed when demand is broader than inventory; option 2: refuse member accounts via organizations:DescribeOrganization).
Order (cmd/multi_service.go:165-192): mustEnforceRebuyScope (:175) runs STS, then DescribeOrganization (cmd/rebuy_scope.go:64, :73), then one LINKED_ACCOUNT GetReservationCoverage per gated service (:76), all before fetchExistingCoverage (:185, the ~270 coverage calls). A member account costs 0 CE calls; foreign usage in the first gated service costs 1. Both are pinned by the command proxy request counts (rebuy_scope_command_test.go:72-78).
Gate (rebuy_scope.go:43): RebuyWindowDays > 0 && TargetCoverage > 0 && !IsSavingsPlan. A mixed RI and SP run probes only the RI services. There is no dry-run branch, so dry runs are refused too.
Fail closed on: DescribeOrganization denied, any other error or an empty answer; a CE error; a missing, empty or duplicate account attribute; more than 100 pages; an STS error. AWSOrganizationsNotInUseException (matched by type) is treated as standalone and goes on to the probe. Account IDs are compared exactly (rebuy_scope_org.go:44, rebuy_scope_probe.go:118).
Docs: organizations:DescribeOrganization is in docs/cli/cloud-setup.md, README.md and the flag help (cmd/main.go:164-169). No new ce: action. The repo has no IAM templates. The CHANGELOG matches. go.mod moves service/costexplorer to direct, matching the new import.
Runs (GOMAXPROCS=4, -p 2, AWS credentials unset):
go test ./..., vet and build pass; golangci-lint reports 0 issues; go mod verify passes.
19 probes, each failing named tests:
the gate and its call dropped;
the foreign-account and rec-row refusals dropped;
members let through;
an org error as standalone, or ignored;
NotInUse refusing;
an empty org answer accepted;
the probe moved after the coverage loop (fails on the CE call counts);
the dry-run skip;
the target-coverage gate dropped, >=0 for the target or the window, SP gated;
paging ignored, the page cap passing;
inventory failure only warning;
the REGION filter dropped;
a CE error passing.
Non-blocking:
The probe loops over the gated services in order (rebuy_scope_probe.go:50-60), so foreign usage that first shows in the k-th service costs k calls (up to 100 pages per service before the cap). That is still far below the coverage map.
No unit test puts a foreign account only on page 2.
DescribeOrganization AccessDenied and NotInUse are tested with typed fakes, not through the wire proxy.

Refuse gated recommendations whose ownership cannot be established
If an RI recommendation has no account, the gate accepts it. The coverage probe does not establish the row’s account: a 60-day recommendation can include usage outside the probe’s 30-day window. A foreign recommendation can therefore reach sizing with the caller’s expiry inventory.
Establish ownership for unattributed rows or refuse the gated run when ownership cannot be established.

rebuyProbeInput now queries over the longer of the coverage and recommendation lookback windows. recLookbackDays maps the flag's 7d, 30d and 60d (the values validators.go:96 allows) to days. An empty value uses recommendations.DefaultRecLookbackPeriod. Any other value refuses the gated run instead of guessing.
The coverage map and the RDS sizing windows are unchanged.
The requireRebuyRecScope comment and docs/cli/purchase-safety.md now state the window the gate relies on.
Tests, written first:
TestProbeRequestShape: with coverage 30 and 60d, the window is 60 days (1440h). It was 720h before the fix.
With coverage 30 and 7d, the window stays 30 days.
An unparsable lookback refuses.
TestRebuyScopeRefusalCommand/ec2/foreign-usage-days-31-60: foreign usage that exists only in days 31-60 is refused. It passed before the fix.
Reverting the probe to the coverage window alone makes the window subtest and the command test fail again.
Local results:go test ./cmd/ passes, go vet is clean, golangci-lint reports 0 issues, and the hooks ran.

- Line 127: Add an upper bound for --coverage-lookback-days in
validateNumericRanges so the larger of that value and the recommendation
lookback stays within Cost Explorer’s 13-month limit. Preserve the existing
lower-bound validation and ensure the bound also covers the shared coverage call
used by both probe and multi-service paths.

Failed pre-merge checks:
- Linked Issues check:
(a) For a gated run from a management account, either refuse, or report expiry
inventory as incomplete with a visible diagnostic. Do not pass silently when
member-owned commitments may cover in-scope usage. (b) Add a CLI dry-run test.
Use a management account, a member-owned expiring RI that covers management
usage, no member usage in the probe, and no member recommendation rows. Assert
the refusal or the incomplete-inventory diagnostic. (c) Resolve the permission
conflict. Record the owner's approval of organizations:DescribeOrganization in
the issue text, or remove the dependency on that permission and use another
authorized check.

Cost Explorer keeps about 13 months of history, so a longer window made
GetReservationCoverage fail. The probe and the coverage map both use this
value.

New head c7ca126: one more commit, which caps --coverage-lookback-days at 365 (the CodeRabbit thread, verified and resolved). The delta reviews needed are now at c7ca126: claude-cc-platform-2 for 9db2308..c7ca126, and claude-qa-ui-4 for a delta from their approval at 9db2308 (via the coordinator).
e2a1d12: the probe sends a lone SERVICE filter as a bare Dimensions expression, and And[SERVICE, REGION] only with --regions (cmd/rebuy_scope_probe.go:128-134). That matches the go lib's coverage filters (And only with 2+ operands). The SDK does no client-side Filter validation (costexplorer validateOpGetReservationCoverageInput checks TimePeriod and SortBy). The probe stays at least as broad as the coverage map's per-region filters.
31f7c43: the probe window starts at now - max(coverage lookback, --rec-lookback-period) at date granularity with an exclusive End (rebuy_scope_probe.go:101-127), the coverage map's shape. With the defaults (30d, 7d) it is unchanged; a 60d rec lookback widens it, which refuses more (fail closed). An unknown lookback refuses before any request. The order is unchanged: mustEnforceRebuyScope (cmd/multi_service.go:175) runs before fetchExistingCoverage (:185), with one probe per gated service.
c7ca126: --coverage-lookback-days above 365 is refused at validation (cmd/validators.go:124-126); 365 passes and 366 is refused (validators_coverage_test.go:91-97).
5c7f8cd: the docs (cloud-setup.md:336, purchase-safety.md:122, README.md:37) match rebuyGated and the window.
The gate, STS, the member refusal, the probe errors and the dry-run refusal are unchanged.
CI run 42338599423 at this head: green. Local (AWS credentials unset, GOMAXPROCS=4): go test ./cmd/... -run Rebuy|Scope|Probe|Lookback|ReservationExpiry|GroupAccount|Validate passes. Probes, each killed:
a single-element And (TestRebuyScopeRefusalCommand);
the old 30-day window (TestProbeRequestShape, …/foreign-usage-days-31-60);
the cap at 366 or removed (TestValidateCoverageLookbackDays/366_days_rejected).
Non-blocking:
RI recommendations are usually computed on data ending about a day earlier, so their window can start around today-N-1, one day before the probe's start. One day of margin would cover a foreign account whose only usage is on that day.
The 365 cap also applies on runs without --target-coverage (validators.go:22, :124); it only refuses more.
purchase-safety.md:123 says a failure reads "the scope check could not run", while the rec-lookback refusal (rebuy_scope_probe.go:113) words it differently; that path is unreachable after validateRecLookbackPeriod.
Cold review of #2302 (closes #2131): 10 commits on main f269efa8, 0 behind. I read the diff and the files at this SHA, and treated the PR body as a claim.
The gate is wired where it can't be bypassed
main.go:410 -> runToolMultiService is the only run path. cfg = mustEnforceRebuyScope(ctx, awsCfg, cfg, servicesToProcess) (multi_service.go:175) runs before engine data, the coverage fetch and every per-region fetch. So dry runs are gated too, and a refusal exits through log.Fatalf("Cannot verify the rebuy scope: …") (exit 1, no CSV).
The only inventory read is now fetchRebuyInventory (rebuy_scope.go:131-151). Under the gate, a missing client or a failed read refuses. Off the gate, and for Savings Plans, it keeps the old warn-and-continue.
rebuyGated is RebuyWindowDays > 0 && TargetCoverage > 0 && !IsSavingsPlan (:43), which matches the claim that Savings Plans are never expiry-adjusted.
Each check fails closed
STS: an error or an empty account gives "the scope check could not run" (rebuy_scope.go:63-72).
Organizations (rebuy_scope_org.go:33-62):
only *types.AWSOrganizationsNotInUseException, matched with errors.As, means standalone;
an access denial, any other error, a nil answer or an empty MasterAccountId refuses, naming organizations:DescribeOrganization;
MasterAccountId == caller is management; anything else is member and refuses. A delegated admin is a member, which is the conservative choice.
Cost Explorer probe (rebuy_scope_probe.go):
GetReservationCoverage is grouped by LINKED_ACCOUNT, with Metrics: ["Hour"].
The window is max(coverage lookback, rec lookback), so any account behind either the recommendations or the coverage demand is seen. An unknown --rec-lookback-period refuses.
SERVICE is a bare dimension, with REGION ANDed in when --regions is set.
Paging copies the input per page and refuses past 100 pages.
Any group whose account differs from the caller refuses. So does a group with a missing, empty or duplicate linked-account attribute.
AccessDeniedException gets its own remedy text.
The six SERVICE strings exactly match the pinned cloud-commitments-go (dcb5ba0b) providers/aws/recommendations/coverage.go:31-55, and an unmapped service refuses instead of widening the filter.
Recommendation rows:requireRebuyRecScope (rebuy_scope.go:105-122) runs in requireRecPreconditions before filtering (multi_service_fetch_all.go:107), and refuses a gated row for another account. A row with no account is covered by the probe.
--coverage-lookback-days is capped at 365 (validators.go:94,124-126), inside Cost Explorer's history.
Mutation probes (local, -run scoped to the rebuy-scope, expiry and completeness tests in ./cmd/, under the review lock)
The baseline passes. All 12 probes were killed:
Q1, member classified as standalone: fails TestOrgRole, TestRequireNotMember, TestEnforceRebuyScopeOrg and TestRebuyScopeRefusalCommand.
Q2, any DescribeOrganization error treated as standalone (AccessDenied included): fails TestOrgRole, TestRequireNotMember and TestEnforceRebuyScopeOrg.
Q3, another account's usage group accepted: fails TestProbeServiceAccounts, TestEnforceRebuyScopeProbe, TestEnforceRebuyScopeOrg and TestRebuyScopeRefusalCommand.
Q4, only the first page read: fails TestProbeServiceAccounts.
Q5, the 100-page cap passes: fails TestProbeServiceAccounts.
Q6, window ignores the rec lookback: fails TestProbeRequestShape and TestRebuyScopeRefusalCommand.
Q7, REGION filter dropped: fails TestProbeRequestShape, TestRebuyScopeRefusalCommand, TestReservationExpiryCommand and TestRDSFamilyExpiryCommand.
Q12, gate not wired into the pipeline: fails TestRebuyScopeRefusalCommand, TestReservationExpiryCommand and TestRDSFamilyExpiryCommand.
Note (non-blocking): as the body says, every AWS call is faked. The linkedAccount attribute-key normalization (groupAccount) follows the API reference, not a captured response. A first real-account run is worth recording.
CI at this SHA:CI - Build & Test run 42338599423 and pre-commit run 42338599422 both completed successfully. The full suites come from CI; locally I ran only the scoped probes above. Review only, not merging.
Delta from my CHANGES REQUESTED at 9db2308, with a re-read of the full diff at c7ca126 (10 commits, 0 behind main). The PR body and fix-round comments were treated as claims.
Earlier findings
One-operand And: fixed.cmd/rebuy_scope_probe.go:128-134 sends SERVICE alone as a bare Dimensions expression and builds And[SERVICE, REGION] only when --regions is set. This matches coverageWindow/filter shapes in the pinned cloud-commitments-go (providers/aws/recommendations/coverage.go:222-229, and spUtilizationFilter in sp_coverage.go, which returns the bare dimension with no region). The command fake now rejects the old shape: cmd/rebuy_scope_command_test.go:153-158 requires either a bare dimension with no And, or an And of at least 2 operands. Mutant M1 below confirms that a one-operand And fails both unit and command tests.
Docs nit at docs/cli/cloud-setup.md:336: fixed. It now says the permission is needed only when both flags are set and the run includes an RI service.
New commits
31f7c43 (probe window).rebuyProbeInput (cmd/rebuy_scope_probe.go:121-140) uses start = now.UTC() - max(coverageLookbackDays(cfg), recDays) days and End = today (UTC), both DateOnly. That is the same shape as the coverage map's coverageWindow (go coverage.go:223-229): UTC, date granularity, and an exclusive End per the Cost Explorer DateInterval contract. With coverage 30 and rec 60d, the window is 60 days. With the defaults (30, 7d), it is unchanged. coverageLookbackDays (cmd/multi_service.go:403-408) maps unset or <=0 to 30, the same as the go side. recLookbackDays maps 7d/30d/60d, defaults empty to DefaultRecLookbackPeriod ("7d", go client.go:32), and refuses anything else before any request (validators.go:99-103 already restricts the flag). Granularity is not set, which Cost Explorer requires when GroupBy is set.
c7ca126 (cap).cmd/validators.go:121-126 refuses <1 and >365 with a clear error. It does not clamp. 0 and negative values are refused at validation; in code paths that skip validation they fall back to 30. 365 passes and 366 is refused (validators_coverage_test.go). The owner spec does not cover this; validating is the safer choice.
Findings (none blocking)
Low, CHANGELOG.md. The 365 cap is a user-visible change on every --target-coverage run, not only gated ones. Values of 366 up to about 395 (13 months) were accepted before. The CHANGELOG entry covers only the scope gate. Suggest one line. I tried to refute this: the README flag table does say "1-365", so the change is documented, just not in the CHANGELOG.
Low, cmd/rebuy_scope_probe.go:126-127. The probe window ends at today (UTC) and starts exactly N days earlier. AWS computes GetReservationPurchaseRecommendation lookbacks on its own schedule, and recommendations can be up to about a day old, so their window may start a day or so before the probe's start. Usage that exists only on that edge day would not be seen. I could not confirm how AWS anchors the recommendation window, so this is unverified. Widening the probe start by 1-2 days costs nothing, because a wider probe can only refuse more. Non-blocking.
Also checked
Gate: rebuyGated (cmd/rebuy_scope.go:42-44) requires RebuyWindowDays > 0 && TargetCoverage > 0 && !IsSavingsPlan. There is no dry-run branch.
Order: mustEnforceRebuyScope (cmd/multi_service.go:175) runs before fetchExistingCoverage (:185). Counted Cost Explorer calls on refusal paths (rebuy_scope_command_test.go:72-79): a member account makes 0 CE calls; foreign usage on the first gated service makes 1 probe and 0 coverage-map calls.
Organizations (cmd/rebuy_scope_org.go:32-62): only AWSOrganizationsNotInUseException (via errors.As) means standalone. AccessDenied, any other error, a nil answer or an empty MasterAccountId refuses and names the permission. Management proceeds to the probe, which refuses on any other LINKED_ACCOUNT group (rebuy_scope_probe.go:145-158).
Paging: a cap of 100 pages, and going past it refuses (rebuy_scope_probe.go:79-94). A missing, empty or duplicate attribute fails closed.
Docs and CHANGELOG name organizations:DescribeOrganization.
Duplication: the SERVICE strings mirror the go constants and say so. There is no new shared helper to reuse. Nothing is over-built: each guard has a mutant or deletion probe.
Cost Explorer limits: about 13 months of history (AWS Cost Explorer docs). I could not verify this against a live account, and nothing here reached AWS.
Mutants (scratch worktree, each reverted and checked clean; -run scoped to the rebuy, expiry, completeness and validator tests; throttled under the review lock)
All green: CI - Build & Test run 42338599423 (Build, Unit Tests, Integration Tests, Lint, the scanning jobs) and pre-commit run 42338599422. CodeRabbit is rate limited and skipped.
Not verified
There was no run against real AWS accounts. I could not verify the Cost Explorer And operand rule or how AWS anchors the recommendation window against live responses.

Closes #2131
--rebuy-window-dayswith--target-coveragenets the credentials' own expiring RIs against the coverage demand. That demand can be broader than one account: a payer or management account sees its members' usage. A member account can't see replacements bought elsewhere. This PR makes a gated rebuy run fail closed (exit 1, no CSV, dry runs included) unless it can show that the credentials' account owns all the in-scope usage.Checks, in order (RI services only; Savings Plans are never expiry-adjusted)
organizations:DescribeOrganization(read-only, the one new permission, per the owner's option 2 on this issue):AWSOrganizationsNotInUseException, matched by type only) and management accounts continue.GetReservationCoverage, grouped byLINKED_ACCOUNT, uses the same window, SERVICE and (when--regionsis set) REGION filters that sizing uses. The SERVICE strings mirror cloud-commitments-go'scoverage.go.Scope refusals name the other account and the service. Check failures say "the scope check could not run" and give the cause.
