fix: match HorizontalPodAutoscaler target quantities in SSA matcher - #3682
The API server stores HorizontalPodAutoscaler target quantities in canonical form, for example 1000 as 1k. The SSA matcher compares strings, so it reports a mismatch and the dependent HPA is updated on every reconciliation. See #3681 and #2509.
